1. Opening & Agenda
The meeting opened with attendance confirmation. It was noted that quorum was not reached at the start of the meeting. The agenda included committee updates, discussion on administration service revenue and sustainability, review of the Committee Member Dismissal & Replacement Policy, updates regarding committee election follow-up processes, and broader governance discussions related to participation, accountability, and organizational structure.
2. Committee Updates
Civics Committee reported progress on the Constitutional Committee election process, with four candidates confirmed at the time of the meeting. The committee continues responding to proposal feedback within the Hydra voting platform and confirmed that testing of the Constitutional Amendment Process tooling remains ongoing. The Incentives Working Group is also preparing a detailed report for future review.
Product Committee shared updates on the Product Research Grants initiative. The first application round is scheduled to close during the week, with several applications already received from participating organizations and research teams. The committee continues supporting proposal review activities and budget-related discussions.
Budget Committee confirmed that the committee unanimously agreed to support the transition toward a one Treasury Withdrawal Governance Action per proposal approach. The committee is also preparing responses to community feedback received on its budget proposal and continues engaging with DReps and stakeholders throughout the review process.
3. Administration Service Revenue & Sustainability
A detailed discussion was held regarding Intersect's administration service model and the recently introduced administration fees.
Key points included:
The 3% administration fee was introduced with the objective of making Intersect's administration services financially self-sustaining rather than relying entirely on treasury funding.
Revenue generated through administration services has already contributed to reducing Intersect's direct treasury funding request for the current budget cycle.
The fee supports operational functions including:
Delivery assurance
Legal and procurement services
Financial administration
Contract management
Milestone verification and reporting
Additional efforts are underway to improve efficiency through AI-assisted tooling and automation, with the goal of reducing long-term operating costs.
The optional 1% stablecoin service fee was also discussed, covering the operational complexity of converting treasury disbursements into stablecoins and supporting vendors who wish to reduce exposure to ADA price volatility.
Several participants emphasized that the service represents a significant operational improvement for the ecosystem and recommended stronger communication explaining the value provided through the administration model.
4. Committee Member Dismissal & Replacement Policy
The Governance Working Group presented the final version of the updated Committee Member Dismissal & Replacement Policy.
Key updates included:
Clarification of committee replacement procedures when membership falls below sustainable operating levels.
Replacement priority will follow previous election results, ensuring that unsuccessful candidates with the highest vote totals are approached first before other mechanisms are considered.
Separation of voting member replacement procedures from broader subject matter expert participation.
Alignment of the policy with the recently introduced two-year committee terms.
Discussion also covered:
Temporary suspension of voting rights for inactive members.
The relationship between temporary voting restrictions and committee quorum calculations.
The importance of maintaining sufficient committee participation while avoiding unnecessary complexity.

5. Committee Reporting & Governance Visibility
Discussion explored how the ISC can maintain better visibility into committee activity and progress.
Suggestions included:
Ensuring every committee provides a weekly update, even if no major developments have occurred.
Having a Chair, Vice Chair, or Secretary provide updates when committee leadership is unavailable.
Improving consistency of reporting and tracking of committee work plans and milestones.
Exploring future automation and reporting tools to improve transparency and oversight.
There was broad agreement that regular committee reporting would help the ISC better support committees and identify areas requiring assistance or governance improvements.
6. Committee Election Follow-Up Process
An update was provided regarding the ongoing review process related to the April committee elections and temporarily suspended members.
It was confirmed that:
Intersect continues working with affected individuals on a case-by-case basis.
The process is being conducted in consultation with legal counsel and in accordance with Wyoming law and Intersect bylaws.
Members involved are being given opportunities to provide additional information and participate in hearings where appropriate.
The overall process is expected to conclude by mid-July.
A final public update will be provided once all reviews have been completed.
7. Governance, Participation & Organizational Structure
A broader discussion was held regarding governance maturity, election security, participation requirements, and organizational growth.
Topics included:
Balancing transparency with confidentiality during sensitive governance matters.
The role of the ISC in receiving information early enough to provide meaningful feedback while respecting privacy and legal requirements.
The need for stronger safeguards around membership participation, election integrity, and governance processes.
Whether additional participation requirements, member qualification criteria, or governance certifications should be considered in the future.
The importance of maintaining accessibility and openness while protecting governance systems from abuse.
Discussion also highlighted:
Upcoming bylaw updates and related eligibility discussions.
Continued refinement of governance processes as Intersect grows and matures.
